Hong Kong, 24th August, 1894;
I think I ought to say something in recognition of the valuable services you rendered during the time I was away, viz. from 4th May, to 15th August. I was not aware of the appointment at the time of its announcement.
On the outbreak of this disease in the Colony, a considerable amount of extra work devolved on this department. Other work was much interfered with by the absence of clerks working and Mr. Chatham and yourself energetically did your work, together with your ordinary duties as office assistant and clerk, and performed the whole in a most masterly manner, greatly to your credit, and to the benefit of the public.
I am, yours truly,
